Smart City Digital Platform New Opportunities for Urban Management

Smart city

In Belarus, the Smart City Digital Platform is сurrently under development. Soon, it will combine existing information services and provide new tools for addressing urban management tasks, socio-economic development, and organizing interactions between authorities, businesses, and citizens.

One of the goals of developing the Smart City platform is to implement decision-making support tools by providing relevant and reliable information. Primarily, these capabilities are aimed at urban authorities, who need data to manage the urban environment.

The Smart City Digital Platform, in addition to universal services for tourism, organizations, maps, and events, includes tools for city or region management called “Authorities.” The main point of this service is restricted access. Only employees of regional, municipal, and district executive committees and subordinate organizations have the right to view, upload, and edit data. This approach ensures data security and confidentiality.

The “Authorities” subsystem includes modules for:

  • Library: Centralized storage and management of documents and legal acts, with access to the latest versions of decrees and instructions.
  • Directories: Updating information necessary for the work of employees, which improves the quality of management decisions.
  • Performance Indicators: A module for tracking, calculating, and analyzing key indicators that need regular monitoring.
  • Tasks: Setting and tracking the completion of assignments to enhance executive discipline and efficiency.
  • Manager’s Dashboard: The ability to create a personalized set of indicators and customize visualizations for detailed information analysis.
  • Report Builder: A tool for creating reports and obtaining data summaries in a convenient format, simplifying the analysis process.

Advantages of the platform for government authorities:

1. Simplified Data Collection and Analysis: The Smart City platform offers tools for automating the collection and analysis of data on key performance indicators (KPI). Currently, most data is collected manually, which is time-consuming and increases the likelihood of errors. With the platform, employees will be able to:

  • Automatically upload data from subordinate organizations to the server;
  • Input necessary indicators into the system;
  • Perform calculations and comparisons with standards.

This automation will significantly reduce the time spent on data collection and ensure up-to-date information for decision-making.

2. Personalized Information Dashboard: The platform offers flexibility and personalization options. Managers will be able to create a customized set of key indicators and configure visualizations:

  • Selecting indicators for real-time display;
  • Customizing visual data representations (bar charts, pie charts, etc.);
  • Choosing the display format (absolute values, shares, growth rates).

This approach will help managers quickly obtain visual information on key metrics, respond to changes, and identify problem areas.

3. Centralized Management and Information Relevance: The platform ensures centralized data management, including:

  • Legal acts for convenient access to current information;
  • Reference information for employees;
  • Tasks and assignments with performance tracking for effective process and resource management.

Thus, the listed advantages create a foundation for increasing the timeliness and quality of decision-making.

The implementation of the Smart City Digital Platform is a step toward effective management of urban processes and improved interaction between government bodies. The development and implementation of the digital platform open new opportunities for the digitization and optimization of government operations, ultimately leading to improved quality of life for citizens and the creation of a comfortable and safe urban environment.
