Standart regional governmental digital platform “Smart City (Region)”

Epol Soft LLC is developing a standard regional state Smart City (Region) digital platform as part of the state program “Digital Development of Belarus” for 2021-2025. The platform will be the core of the “Smart Cities of Belarus” project. It is specifically designed for systematic integration for digital transformation solutions of regional management processes, socio-economic and public development tasks, information interaction organization, including establishing feedback with citizens.

The platform implementation will take place in 17 cities (regions) of the Republic, including the city of Minsk and regional centers with the population of over 80,000. The Platform will create conditions for accelerated socio-economic development of several administrative-territorial units.

From a functional perspective, the Smart City platform will provide:

  • centralized data collection, processing, and storage;
  • integration of existing and developing services to ensure a single access point for residents, businesses, and government organizations.

The digital platform includes the following services: Map, Events, Organizations, Services, Tourism, Housing, Public Opinion, and Government Authorities.

The Map service is used for visualizing various cartographic data and layers. Users can view different objects on the map, search for a specific object, and view detailed information about the object.

The Events service allows for viewing news and announcements. The module is useful for promoting events, meetings, conferences, webinars, courses, and other similar activities.

The Organizations service provides information about organizations and the services they offer.

The Services module presents information about services, their cost, payment methods, and includes the ability to book or order a service and leave feedback on the received service.

The Tourism service provides information about various tourist places, attractions, and routes. Platform users can obtain useful information about a place, its history, culture, restrictions, recommendations for tourists with physical limitations, and other relevant details.

The Housing service is used for posting information about housing offerings, searching and booking accommodations.

The Public Opinion service is for studying, analyzing, and presenting opinions, questions, and complaints. The users can conduct surveys, vote, discuss initiatives, and provide access to urban improvement and development plans. This service serves as a tool for communication between the government, organizations, and citizens.

The Government Authorities module is intended for the work of government employees and leaders. The idea is to integrate existing and prospective smart solutions (state, sectoral, regional, public, private, and others) on national, regional, and city levels, and digitize regional management, ensuring automation of related processes and improving efficiency in solving tasks in various socio-economic sectors of the city (region).

The project implementation contributes to:

  • uniting a set of “smart cities” within a single ecosystem of the “digital state”;
  • integrating existing and prospective smart solutions (state, sectoral, public, private, and others) within the administrative-territorial unit;
  • providing applications and services of the digital platform to streamline a wide range of tasks ensuring a comfortable living and working environment.
